Request send approval / approve send

Posts the named-human control_review for the staged digest run via the existing POST /v1/reviews (subjectRef.kind: notification). No review leads to no send, ever. Prepared is not sent until a receipt exists. Fictional demo values throughout.

Send approval is a club-board act. You are signed in as elite-operator — only the club board approves digest sends (server enforces club_board; a non-board approval is refused with 403 and surfaces below).

Send path — prepared → human-checked → sent → audited

1. Prepared (scheduler only). The worker stages a digest run from work-queue facts. Staging contacts no provider.
2. Human-checked (you). A named reviewer approves via POST /v1/reviews (decisionType: control_review, subjectRef.kind: notification, reviewer + rationale + authority required). The scheduler can never send without this row.
3. Sent (provider + receipt). Dispatch renders the STAGED model (never rebuilt facts) and writes one receipt row per send. A send without a receipt row is a bug.
4. Audited. Every job run (stage, check, send, supersede, expire) is audit-logged with tenant + dedupeKey.

Club demo-harbour-athletic: preparing is never sending. Stale facts re-stage and supersede the old run; lapsed checks expire with zero sends.
